Any date format containing the time is missing the leading 0 for minutes 0-9, e.g. 11:7 instead of 11:07, anywhere except on the settings page.
If you tell me where the settings options are defined, I can try fixing that myself (I suspect the date-fns format function being called with "H:m" instead of "H:mm", or some string/number post-processing).
